The
item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to purchase upgrades.
It boosts

Costs
There are a few costs that are associated with upgrades to items. The most significant cost is the upgrade itself. Success Rate
