What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.
Boosts

Certain items come with inherent boo that is less beneficial when upgraded, such as the Goldwrap which gives extra potion slots. These are often upgraded to add more value to a near-perfect or perfect item.
Costs
There are some costs that are associated with upgrades to items. The first is the cost for the upgrade. This price is contingent on the new level of the item and the amount of perks it gains and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the price of the materials needed to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an Upgrade Vendor.
Upgrading an item is a complex process that takes time. Depending on the size of the upgrade, it can take up to 8 hours. The stats that are the base of the upgraded item are calculated based upon its new ilvl as well as other properties. This calculation determines the new Armor Class bonus, damage dice, and other important statistics. In some instances the upgrade can grant additional advantages that can be picked from a list of available benefits.
Rarely, the advantages acquired will cost more than one perk slot to acquire; in these situations the upgrade will replace the highest-cost perks. The upgrader can also make other adjustments to the

You can also add other materials to the upgrade to increase its chances of success. These materials are displayed in a separate window above the + button. There are some limitations. The maximum amount of material you can add is displayed directly above the + button.
Another method to increase the chances of an upgrade succeeding is to use an item known as the Blacksmith Blessing or an upgraded version of it. This item can be helpful if your weapon or piece is near or has reached the top level of its tier. This item allows you to upgrade the equipment to the next level without the risk of it breaking.
If an upgrade fails, it will be reverted to its previous state. This is typically a break, but could also be an upgrade. It is an excellent idea to save upgrades for when you're close to the highest level of an item, and to use it as an emergency.
There are many items in the Kafra shop that can be used to increase the odds of an upgrade succeeding. For instance upgrading an equipment using HD Oridecon or HD Elunium multiple times will provide you with a higher chance of success. The success rate will also be enhanced if you boost your chances of receiving a Double Mint by Shoe-Minting five times.

You can also choose the option of a security feature for your item which will safeguard the item in the event of failure. The safeguard is not free however, the cost will be less than the cost of a new item. The safeguard can be used only once per upgrade, and will not expire unless it is re-used.
The interface for the item upgrader is a little difficult, but not impossible to navigate. The main menu appears on the left side and the upgrade window appears on the right. The arrows on the left of the UI indicate the various steps in the upgrade process. Click the question mark icon to seek assistance if you're not sure what you're doing. The process of upgrading can take anywhere from five to ten minutes.
