What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and purchase upgrades.
Boosters
There are a myriad of enhancements that can be obtained with an upgrader. They could include a variety of stats, as well as a number of extra bonuses. Costs

It takes time to upgrade an item. It can take 8 hours, depending on the size of the upgrade. The base stats of an upgraded item are calculated based on its new ilvl and other characteristics. This calculation determines the new Armor Class bonus, damage dice, and other crucial stats. In certain cases, the upgrade will grant additional advantages that can be picked from a list of available perks.
In rare instances the upgrade will replace only the highest-costing perks. The upgrader may also make other adjustments to the item, such as changing the damage type of its weapon or removing an operative or unwieldy function. The cost for these changes is based on the item's new ilvl, and it may require a specific material, such as adamantine alloy.
Success Rate
Item upgrades are based on an opportunity, and like any random system, there is the possibility that the upgrade won't succeed. There are a number of ways to increase the chances of success. This includes the use of an Upgrade Pity or the addition additional materials to your upgrade.
An Upgrade Pity is an item you can buy from the smithing NPC in Lost Ark. It increases the odds of an upgrade's success by an amount. It's similar to the "luck bonus" that some items provide, but it is more solid. It can be added to any armor or weapon, and can be used up to three times.
It is also possible to add a variety of additional materials to the upgrade, which increases the chance of success. These materials are displayed in a window located above the + button.
