What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosters

Certain boosts can only be used in certain designs (such the Whistan's Shield, which is for FB Sorcs) Some are beneficial to collectors.
Certain items come with inherent boo, which is not beneficial when upgraded, such as the Goldwrap that gives you extra potion slots. These are often upp'd to inject more value into a perfect or near-perfect item.
Costs
There are a few costs associated with item upgrades. The first is the cost for the upgrade. This price is contingent on the item's new ilvl and the amount of perks it will gain, and can be expensive. It can also be expensive to upgrade an
item upgrader kit to a higher level (such as Explorer > Champion or Veteran > Heroic).
The other is the cost of materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). The quantity of these items required can be seen in the inventory of an upgrade vendor.
Upgrades to an item are complicated and requires time. Based on the magnitude of the upgrade, it can take as long as 8 hours. The base stats of an upgraded item are calculated based on the new ilvl as well as other properties. Another method to increase the odds of an upgrade achieving success is by using an item known as the Blacksmith Blessing or an upgraded version of it.
