Any NPC that upgrades items can be found in the game. Typically, these NPCs are located in major cities or questing spots. You can also find upgrades for items in dungeons that feature high-level bosses. You can also talk to NPCs in garrisons of your faction.
The item upgrade system in World of Warcraft provides players with the option of upgrading the levels of armor, weapons and trinkets. You will also require different amounts of Minerals, Erons and Giants.
Time
Upgrades to items are a method to boost your ship's stats and gear without the need to level them up. Rewards

The player can transform an item to upgrade it into another
item Upgrader mod by selecting it and pressing the green button with a reroll arrow. This will change the layout of the item's window and allow players to select up to six items to "recycle". The
item upgrading that is recycled will be exchanged with an item of level 1 similar to it. Rerolled items will not retain their level, nor the resources used to upgrade it.
The maximum
upgrade items level of an item is determined by the item's level and its quality. Rare and Epic items can be upgraded to levels of nine, whereas common items can only be upgraded to level six.
