If the sash is in place, pry out the mortise and tenon joints using the help of a hammer and pin or screwdriver, and then take out the wood pegs that are on each component. The sash should be able to move around freely now, however it may need some lubrication to make it feel less stiff.
Take a measurement of the length of sash chain/sash cord required to reach the sash slot on the bottom of the pulley located at the top of the jamb. Cut the cord or chain and fix it as described in Step 6 above.
